Provincial Nominee Program

Most provinces in Canada have an agreement with the Government of Canada that allows them to nominate immigrants who wish to settle in their respective provinces. A provincial nominee applicant must first apply to the province where he/she wishes to settle and obtain the provincial approval (called Provincial Nominee Certificate). Each participating province has put in place different immigration route schemes to accommodate foreign nationals under this category.

In all cases, the final decision to issue the permanent residence visa rests with Citizenship and Immigration Canada (CIC) after an applicant has met all the required conditions.
